Anything that cheap is more toy than instrument. The best quality beginner-level ukulele is the Lanikai LU-21, for around $50-60.
For newbies like you, I’d prefer you purchase from the following brands:
1. Lanikai particularly the LU-21 Lanikai ukuleles

2. Kala particularly their KA-S ukuleles

3, Makala ukuleles

4. For Electric Ukulele, you may choose from Ovation Applause ukuleles

All of the links mentioned above presents to you some of the soprano ukuleles with the best reputation for beginners like you. They are sturdy type of ukuleles, with nice colors. They’ll cost a bit higher than 25 dollars but they’ll surely be worth it.
You could still play it like a ukulele, but your best option is to take a little investment and buy the Lanikai LU-21.

You could probably find it on eBay as well.
That is truly an excellent question! Unfortunately, I am not entirely sure of the answer, so therefore I wish you the very best of luck in finding it! Hopefully, there will be someone who knows this! Once again, good luck!
